The Central Bank of Ireland (CBI) are seeking to recruit a number of Risk Analysts for the Risk Analytics Unit of the Wholesale Banks Supervision department.
The Risk Analytics Unit is a small and focussed team responsible for reviewing risk related systems and processes of the 40+ licensed domestic and international credit institutions operating in Ireland. The team’s remit includes the review of all types of financial risk within credit institutions with the majority of its activities naturally centred on credit risk. The unit also provides guidance and opinion on a diverse range of risk and leverage management concepts (such as credit rating modelling, credit portfolio modelling, market risk modelling, capital requirements calculations and regulatory capital instruments) at organisational, national and European levels.
Risk Analysts (Ref: RAN11)
The role will report to the Head of the Risk Analytics Unit, who is seeking bright, enthusiastic and technically minded individual(s) to join the team. Activities shall include:
• Reviewing bank applications to use internal credit rating and market risk models for the purposes of calculating regulatory capital;
• Monitoring the performance of approved credit rating and market risk models;
• Producing independent estimates of banks true capital needs and assisting with the further development of CBI’s internal tools for estimating these capital needs;
• Participating in on-site reviews/challenges of institutions’ risk models, systems & processes and liaising with the banks technical experts and management;
• Presenting complex risk issues to audiences of varying seniority and technical capability;
• Analysing credit institutions’ financial & regulatory reports and challenging/verifying the calculations and any assumptions made;
• Providing guidance to bank examiners and management on credit institutions’ compliance with regulatory requirements and the impact of any proposed changes in its capital base;
• Liaising with foreign regulators on the supervision of credit institutions with an international presence;
• Participating in the development/ enhancement of the European regulatory framework and representing the CBI at international meetings and working groups.
Qualifications and Experience
• A broad and deep understanding of financial risk management concepts with the ability to critically analyse and report on complex risk and capital management issues;
• Superior written and verbal communication skills are essential;
• A high level of motivation and willingness to take own initiative. Candidates will need to display evidence of ability to self-learn and perform tasks with minimal supervision;
• A strong quantitative acumen.
Prospective candidates with the following background/experience will be at a distinct advantage:
• A working knowledge of Basel II and its European implementation (i.e. the CRD);
• Experience of development/implementation of credit risk models (rating or portfolio) and processes;
• Experience of development/implementation of capital management tools/processes for the purposes of internal capital estimates, performance measurement and capital planning;
• Education to honours Degree level or higher in a maths related discipline such as Finance, Economics, Maths, Physics or Engineering.
