Procurement Category Specialist
at Central Bank of Ireland in Dublin City South
The Central Bank of Ireland (responsible for both central banking and financial regulation) has the primary objective of promoting systemic financial stability in Ireland and across the euro area. The Centralised Procurement Unit has been organised into 2 subdivisions: Procurement and Tendering & Compliance. The CPU is a key function within Corporate Services Department of the Central Bank of Ireland and has responsibility for procurement across the organisation. Arising from a review, the organisation wishes to confirm its existing Value for Money (VfM) and compliance strategies in leveraging the experience and skills of a commercially experienced Procurement Category Specialist.
Objectives of the role
Support the strategy for an efficient, best practice and commercially focussed procurement section in CBI within the public sector procurement parameters.
Introduce and adopt a category management approach to procurement
Assist in the operational roll out of all new procurement process throughout the organisation and to vendors.
Support the significant culture change required to ensure implementation.
Transfer skills to the procurement team.
Key Activities
1. Management of selected commodities:
(1) Corporate Services, (uniforms, stationery, facilities management, engineering supplies). (2) IT (hw, sw, services) (3) Professional Services (media, legal, financial, training)
Provide market management information to inform purchasing decisions.
Review existing process and rollout full Procure to Pay
Quantify existing procurement trends; outlining key suppliers, existing pricing, spend year to date
Ongoing management of suppliers to ensure all aspects of quality, delivery and commercial response meet the required performance levels
Lead negotiations with key suppliers to obtain improved pricing and service
2. Tendering under Public Procurement Guidelines and EU Legislation.
Liaise and assist with the development of tender documentation, working with procurement colleagues in Tendering & Compliance.
Review proposals, source and select recommend suppliers
3. Contract and Vendor Management
Centralise contract management, introduce automated generation, management and reviews
Statistical analysis and reporting
Management of internal and external SLA
Technical Skills / Experience
Certificate/Diploma in Public Procurement (or equivalent) of advantage
IIPMM or relevant Degree Qualification of advantage
Proven track record in procurement across multiple product/service categories
Experience in SAP an advantage
Strong people management/mentoring skills
Strong analytical and project management skills
Skills and Abilities
Manage Information Effectively – researching & applying knowledge
Initiative and flexibility
Judgement, analysis and decision making
Effective communication skills
Commitment to delivering to a high standard and set deadlines
Excellent computer and data analysis skills;
