Full-time Registrar of Credit Unions - Team Leads, Financial Reporting and Analysis

The Central Bank of Ireland (CBI) are seeking to recruit a Team Lead, Financial Reporting and Analysis for our Registry of Credit Unions Department (RCU), who will report to the Deputy Registrar of Credit Unions or his nominee.

Under the Credit Union Act 1997 the functions of the Registrar of Credit Unions are to regulate credit unions with a view to the:
• Protection by each credit union of the funds of its members; and the
• Maintenance of the financial stability and well being of credit unions generally.

The aim of RCU is to promote a financially stable credit union sector that operates in a transparent and fair manner and safeguards its members' funds. RCU uses a combination of off-site analysis and on-site inspections in carrying out the regulatory process.

Skill Areas:
Candidates must have:
• Practical experience of financial and regulatory reporting and analysis;
• Extensive experience of designing and implementing reporting and management information systems in a financial institution;
• An accounting qualification;
• Qualifications/experience in project management and business process analysis and design;
• Strong IT skills.

The successful candidate must also be able to demonstrate the ability to:
• Produce coherent and accurate reports and analysis that present information in a clear and concise manner;
• Liaise with the IT department on an ongoing basis to ensure IT and MIS systems meet reporting and analysis requirements;
• Examine and interpret financial, quasi-legal and other official documents and to draw appropriate conclusions from them;
• Deal at senior level with professionals from the wider Central Bank organisation, the Public Service, the Credit Union sector and external providers in areas such as law, I.T. finance etc;
• Have knowledge of the legislation governing credit unions, existing regulatory guidelines for credit unions and an understanding of the structure and operations of the credit union movement in Ireland;
• Demonstrate the ability to operate in a challenging environment.

Functional Responsibility:
General Objectives:
Assist the Registrar of Credit Unions in the fulfilment of his/her functions in accordance with Section 84 of the Credit Union Act, 1997 with a view to the protection by each credit union of the funds of its members and the maintenance of the financial stability and well-being of credit unions generally.

Duties of the Team Lead, Financial Reporting and Analysis:
The successful candidate will be responsible for the further development of the online prudential reporting system for credit unions and the management information framework used to analyse the information provided.

The duties will include, but will not be confined to, the following:
• Managing the processing of prudential return data and overseeing and enhancing the production of regular management information system reports as well as designing and producing ad hoc reports as required;
• Developing future prudential report and analysis requirements to support a risk based regulatory approach
• Managing projects to ensure they are delivered efficiently and effectively.
• Leading teams and managing, developing and training of staff assigned to their area;
• Corresponding with external and internal parties in a professional and expeditious manner;
• Developing, supervising and reviewing internal departmental policies and procedures to ensure the effective and efficient operation of the department;
• Contributing to the strategic planning process of the department;
• Maintaining an up-to-date knowledge of the statutory and other provisions governing the operation of credit unions;
• Participating with other senior staff and management in the process of policy and legislative development for the sector.

Personal Characteristics:
The successful candidate must be able to demonstrate:
• A structured, delivery and outcome based approach to problem solving;
• Strong analytical skills and an ability to recommend solutions to complex issues and proposals;
• Good written, oral and presentation communication skills
• An ability to work on own initiative;
• The ability to supervise and direct others in an efficient and delivery focussed manner;
• Strong interpersonal skills and judgement to deal with credit union boards, managers and staff;
• The energy and self-discipline to prioritise and deal with a wide variety of challenges on a day-to-day basis;
• The intellectual capacity to handle a wide variety of regulatory and legal issues;
• An interest in the credit union sector;

The successful candidates are expected to have at least an honours third level degree (Level 8 on the National Framework of Qualifications) but preferably a professional qualification and/or at least 7 years relevant professional experience.
