IT Systems Audit Expert
The Central Bank of Ireland is seeking to recruit an IT Systems Audit Expert for our Registry of Credit Unions Department (RCU), who will report to the Deputy Registrar of Credit Unions. The aim of RCU is to promote a financially stable credit union sector that operates in a transparent and fair manner and safeguards its members' funds. RCU uses a combination of off-site analysis and on-site inspections in carrying out the regulatory process.
The duties will include, but will not be confined to, the following:
• Developing standards for IT systems, controls and governance for credit unions.
• Designing and implementing an audit programme for credit union IT systems, controls and governance;
• Developing a verification programme for credit union IT systems;
• Assessing capabilities of IT systems in credit unions and determining appropriate risk mitigation actions;
• Reviewing proposed IT developments in the credit union sector;
• Building IT systems audit skills and expertise within the department;
• Managing projects to ensure they are delivered efficiently and effectively.
• Leading teams and managing, developing and training of staff assigned to their area;
• Corresponding with external and internal parties in a professional and expeditious manner;
• Developing, supervising and reviewing internal departmental policies and procedures to ensure the effective and efficient operation of the department;
• Contributing to the strategic planning process of the department;
• Maintaining an up-to-date knowledge of the statutory and other provisions governing the operation of credit unions;
• Participating with other senior staff and management in the process of policy and legislative development for the sector.

The successful candidate must be able to demonstrate:
• A structured, delivery and outcome based approach to problem solving;
• Strong analytical skills and an ability to recommend solutions to complex issues and proposals;
• Good written, oral and presentation communication skills
• An ability to work on own initiative;
• The ability to supervise and direct others in an efficient and delivery focussed manner;
• Strong interpersonal skills and judgement to deal with credit union boards, managers and staff;
• The energy and self-discipline to prioritise and deal with a wide variety of challenges on a day-to-day basis;
• The intellectual capacity to handle a wide variety of regulatory and legal issues;
• An interest in the credit union sector;
Skills and Expertise:
Candidates must have:
• Extensive knowledge of IT system audit methodologies and recommended best practices.
• Practical experience of audit of IT systems and controls in financial institutions;
• Knowledge and experience of designing and implementing best practice IT systems, standards, controls and governance structures in financial institutions;
• A computer science / computer auditing qualification and / or accounting qualification;
• Significant project management experience and ideally project management qualifications.
• Strong IT skills.
The successful candidates are expected to have at least an honours third level degree (Level 8 on the National Framework of Qualifications) but preferably a professional qualification and/or at least 7 years relevant professional experience.
