Full-time Buyer

The Centralised Procurement Unit has been organised into 2 subdivisions: Procurement and Tendering Compliance. The CPU is a key function within Corporate Services Department of the Central Bank of Ireland and has responsibility for procurement across the organisation. The organisation wishes to confirm its existing Value for Money (VfM) and compliance strategies in leveraging the experience and skills of a commercially experienced Buyer.

Objectives:

• To support the strategy for an efficient, best practice and commercially focussed procurement section in CB within the public sector procurement parameters.
• To assist in the operational roll out of all new procurement process throughout the organisation and to vendors
• To support the significant culture change required to ensure implementation.

Key Activities:

• Develop specifications, tender documents and contracts – including managing the procurement elements of any projects through to their completion, encompassing any clarification & negotiation of commercial matters with suppliers.
• Supporting the Category Specialist in achieving Value for Money and assist with spend analysis and development of category plans
• Undertaking market analysis and identifying where savings can be made, Contract management of key suppliers – undertaking performance meetings, contract reviews and variation management.

Knowledge/Skill Set/Personal Attributes

Essential Skills:

• At least 2/3 years practical experience in a procurement role, establishing commercial agreements and ongoing supplier management
• Ability to implement and drive change, challenge behaviours
• Third level qualification in Procurement or Business discipline
• Knowledge and experience of category management in a service environment
• Excellent data analysis skills, analyse complex reports /data and present accurately and clearly to senior staff–focused attention to detail.

Desirable Skills

• Knowledge of EU Procurement Directives and National procurement legislation
• Knowledge and experience of providing advice and guidance to internal customers
• Good influencing, interpersonal and communication skills, both verbal and written
• Experience in SAP or similar business suites
• Ability to work as part of a team, with minimal supervision.
• Intermediate knowledge of Microsoft Office including MS Project
• Shows personal organisation in own administration, record keeping and time management. Includes the ability to appropriately prioritise, keep up-to-date with routine tasks and work to plans and/or deadlines
• Certification of Public Procurement or willing to work towards
